Abstract
This draft Chapter X of the author’s contemplated book covers the Naval Staff. It traces the relationship between Naval Staff, Crown and Government from Charles II to 1925, the date of writing. It examines the slow relinquishment by the Crown of direct command of the Navy through the late 17th and early 18th centuries; the changing responsibilities of the First Sea Lord to the Civil Lord and the Cabinet; the realisation in the later 19th century of the benefits of planning, during peace, for the possibilities of war; and the changing responsibilities of the other Sea Lords.
