The French Flags of 1790

In 1790 the Assembly issued a decree prescribing the design of French naval flags. It was accompanied a coloured explanatory diagram which differs from the decree. Pictorial evidence is not conclusive whether flag-makers followed the wording of the decree or trusted the diagram. The author favours the latter.
