The last of the Oberon class paid off in 1993, so the last conventionally powered /non-nuclear submarines in RN service must have been one of the very short-lived & troubled Upholder class some time in 1994. However, I suspect that some would argue that the Oberon class were the last class of conventional submarines to be genuinely operational in the Royal Navy.
