The Victoria was delivered to Chatham from the builders in April 1888, where she remained, delayed by faulty guns. until March 1890 when she was finally completed and moved to Sheerness to embark coal and stores. She was commissioned at Sheerness on 19 March and sailed on 5 April for the Mediterranean.
So March 1890 would seem to be the date
