There is a good description of the Tyne Pilots and their sphere of operations in Volume 2 of Tom Cunliffe’s book, ‘Pilots‘. It is considered that the Newcastle Town Guild, later known as The Trinity House of Newcastle upon Tyne, first assumed pilotage rights in the late 1400’s.
As to the difference between the two areas, I do not know the answer.
