This painting looks as if rendered in watercolour and/or gouache. It is both crude in execution and contains numerous technical inaccuracies (e.g. missing rigging and a questionable hull shape), suggesting that it offers nothing new! I would go further and suggest that although the artist had some drawing ability, his knowledge of sailing ships such as HMS Victory was limited.
