    If by ‘exchange officer’ you mean that he was replacing an RN officer in the submarine complement, then I would be very surprised. However, I suspect that he was an additional ‘observer’, and that was practical and useful. Not in submarines, but Michael Le Fanu (later Admiral of the Fleet Sir Michael) was an observer with the USN out in the Pacific and brought back many useful ideas.
