    I don’t have the earliest date but it was certainly routine in the 1790s, for example:

    Otter sloop, 1792/3:
    Q: ‘Was 3 lbs of soap issued to the major part of the people about the latter end of July and some time in October last — the same charged to them as 2 lbs of tobacco.’
    A: ‘I do not know!’
    ‘The Prisoner [Captain Hardy] admitted that soap was served to the people.’

    Q: ‘Was the people ever served three pounds of soap and the same charged as two lbs of tobacco.’
    A: ‘Soap was issued to a part of the sloops company in that manner.’
