    Not an expert but my suspicion would be for it being a member, that certainly was how the temperance and some other society medals worked then it was for all, so I would have thought it was similar and if for a particular level I would have expected it to say something. I partly think this as I think the George Tutill name is the manufacturer of it, his firm were manufacturers of regalia for supplying trade unions, Sunday schools, chapels, and friendly societies, so that makes sense. Although he died in 1887 the business continued until 1967 and their business address was 83 City Road, London (it was in Islington). If anyone else offers better then I will bow to their knowledge.
