Given the need to build warships in Great Britain to fight the war where did submarines fit in within the building plan? . Would anybody be able to provide any sources that discuss the national warship building programme?

Thank you for the book suggestion.I have been reading a book about submarine building at Barrow and I was surprised that despite the war they were still building submarines for export to countries such as Turkey. Building for the Royal Navy seems quite haphazard with two boats that were on paper both laid down on the same day taking different time periods to be completed.
